Nowadays, the rescue model of administrative dominant is unable to meet the needs of the victims in public health emergency response in China. As the compensation for victims stays in primary stage and we know that our country lacks of special compensation laws as well as regulations support, the victims usually cannot gets immediate and sufficient compensation. This paper mainly analyzes the defect of the compensation for victims in public health emergencies, suggests that we should establish special laws and regulations, market-oriented salvation and mental salvation for victims to implement legalization and standardization of compensation for victims,and promote the system of compensation for victims.
