Under the new medical reform environment,to achieve the commonweal of public hospitals has become an important part of the deepening reform of public hospitals. In this paper,based on systematical literature review and summarization,we define the current connotation of public hospital commonweal and discuss some social problems,like the unbalanced situation between the hospital economic benefits and its social benefits caused by the desalination and virtualization of public hospital commonweal,the deviation of hospitals’ self-positioning from government positioning,and the trust deficiencies and contradictions between doctors and patients. Then we put forward some corresponding suggestions,strengthening government’s main body responsibilities and implementing public hospitals’ carrier responsibilities in commonweal,constructing three-pillars(government supervision,supply completion and insurance purchase)medical service operation mechanism,facilitating the implementation of public hospital commonweal by such double initiatives as “force” and “promote”,and encouraging the public welfare donation in a hope to further motivate the realization of public hospital commonweal.
