    摘要:

    自2009年以来,各省市围绕体制机制改革、服务体系建设、便民惠民措施方案、调动医务人员积极性等重点方面,开展了城市公立医院和县级公立医院改革试点探索工作。总体来说改革取得了一定的成效, 但是改革中仍存在公立医院改革顶层设计不够清晰、深层次体制机制问题较少触及、医疗费用控制效果不够明显、改革中公立医院自身动力不足等问题与困惑。为了进一步深化公立医院改革,应从明确顶层设计,完善各类配套政策,加大政府卫生投入与补偿力度,深化人事薪酬改革,提升医务人员积极性等方面寻求突破点。

    Abstract:

    Public hospital reform in our country began since 2009. Each provinces and cities did actively explorations in areas for city and county public hospitals reform, such as major system and mechanism reform, service system construction, the measures for convenience and affordability of patients, motivating the enthusiasm of medical staff and so on. In general, the reform has made some progress. But there were still some problems and confusion in the reform. Unclear top design system and mechanism reform, unobvious effect on medical expense control and lack of power of hospital reform posed challenges for public hospital reform. The next step of public hospital reform will be taken from the top design, strengthen government health investment and compensation, deepening reform of the personnel salary, arousing the enthusiasm of the medical staff to seek breakthrough.
