It is significant to evaluate the tertiary hospitals comprehensive benefits to the government， hospitals and patients， due to their important role in China healthy strategy. In this article， firstly， the third?class hospital comprehensive benefits defined based on all kinds of policy documents and literatures， combining with the hospitals function. Furthermore， the benefits in different countries hospitals， including the emphasis of evaluation， the assessment organizations， the application of evaluation results were analyzed. Finally， we found that Chinese comprehensive benefit evaluation is still in its start?up step， because they lack of the authority and independent third evaluation agency and complete measurements framework. In this paper， the definition of the comprehensive benefit of the third?class hospitals provide theoretical basis for the next step of constructing evaluation system.
