Abstract:Objective:To understand the current situation of the network on Voluntary HIV Conselling and Testing (VCT) service and its effectiveness for proposing reasonable strategies on effective implementation of the“Four Frees and One Care”policy. Methods:Data from VCT clinics distributing in health care settings at different level from 2005 to 2007 were collected for analysis. Results:VCT clinics increased from 80 in 2005 to 307 in 2007,the numbers of HIV testing were 5 402,53 149 and 49 012,respectively,over the three years. Among attendance,the majority experienced heterosexual intercourse,while people who were homoerotism or drug users were less possibility to seek the service. Screening positive cases mainly came from heterosexual intercourse,homosexual intercourse and injecting drug use. VCT has similar positive detecting rate compared with sentinel surveillance system,but much higher than mass screening system. However,the annul fund for VCT was lowest. Conclusion:The coverage of VCT clinics in Jiangsu province has met national requirements. The establishment of the VCT network is cost-effective,and is creating effectiveness for HIV/AIDS prevention and control.
