The government bears the responsibility to ensure and promote people’s demand on healthcare services. As the state-owned non-profit medical institutions, public hospitals always play a significant role in providing a platform for the realization of such responsibility. In this article,research and discussions were made on the implementing patterns and mechanism of this government responsibility through public hospitals.
