Reform of the medical and health services needs exploration, practice and also needs theory. Based on the review and arrangement of medical and health reforms, the authors advance that a cooperative effort would be utilized in the reform research, such as coordinate action out of ones interest or benefits, research on strategic and foresighted topics of overall interests of the country, an element of operant behavior, administrative decision-making, and research on supporting standard and evaluation system.
