From the sense of value, the rule of law which was building in contemporary China should be the rule of good laws. To ensure the laws to be good laws, we should set the target system of inevitability of the good laws scientifically, and promote the change from moral to legal in the level of value and rule effectively. This was the pathway of making good laws.
