The independent institute was one of the higher-education-reform organization forms. This article standed the standpoint of theory of public service and non-profit organization and explicated that the independent institute should be a non-profit organization. The article also proved its inherent public welfare and fairness characteristics. The author expected that the independent institute had the positive role which could not be substituted in higher-education popularity advancement in our country.
