In order to solve the problem of the difficulty in seeing a doctor and the high cost of getting a treatment, the article analyzed the reasons why it was difficult and costly to see a doctor. The direct causes included the loss of medical morality, pool medical technology, high price and out-蛳dated medical system. Besides, there were some indirect reasons and some deep reasons of conservative concept. The authors considered that in order to solve the problem that was difficult and expensive to access medical service completely, protect people＇s health rights and make people pay the medical expenses fairly, the key was the improvement of the medical environment, government function, and people＇s concept and so on step by step.
