Academic power and administrative power are the two basic forms in the academic management of colleges and universities. How to coordinate the operation of the two powers and how to guarantee exercising academic power have become hot issues in academic circles. This article argued that the breakthrough for many problems lied in ensuring that the administrative power would run by law. Based on analyzing the status and functions of administrative powers and the existing problems in the operation of administrative powers, the author put forward some solutions to regulate the operation of administrative powers.
