    Abstract:

    Objective: To understand the situation of health human resources and its impacts. Methods: A sampled survey was carried out at the March, 2008. Three counties/county-level cities were sampled and all THCs after property right reform in the counties were investigated. Results: The current township hospital professional teams had many problems such as quantity insufficiency, low skill levels, unstable professional teams. Conclusion: The backwardness development of private township hospitals’ health human resources affected the basic medical and health protection in rural areas. The quality of township health professionals should be improved and the government responsibilities for the rural health should be strengthened to protect rural residents equitable access to basic medical and health services.
