Medical resource itself is an urban public resource. Based on the economic analysis of medical resources allocation,the article mainly discussed the approach of optimal allocation. It presented to reform the current medical resource allocation principle with the balance of rigidity and flexibility in the rapid urban development. Combining with the planning of Shenzhen Longgang district,the authors first summarized the major characteristics and influence factors of medical resource allocation,then searched for the approach of optimal allocation under the two level patterns of “city-city community”,finally put forward some relative advices.
