Though analyzing the achievements and problems of process of the whole coverage medical insurance in China in detail, the author pointed out that six major issues should be resolved and gave some advices and suggestions to the work of medical insurance under the new situation, including system construction was transformed to system integration and regional co－ordination, insured population growth depended on changes in institutional innovation, stable fair treatment was ensured and innovation of payment mechanism, management and service were harmonious and accurate.
