Through analyzing and explaining the contradictory data of an HIV/AIDS risk survey at a highway construction site,the author revealed that the comprehension of some key concept of public heath between the investigators and survey participants were different,which impaired the information acquistion and the effect of intervation,then advanced that anthropology could provide a unique analytical perspective to approach the issues.
