Outpatient finance scheme is important policy guidance to enhance the attractiveness of new rural cooperative medical system(NCMS). By analyzing the current situation of the financing operation for outpatient service of NCMS in Zhangjiagang city from 2007 to 2009,the article proposed the suggestions to keeping sustainable and stable operation of the financing operation for outpatient service of NCMS in Zhangjiagang city,as well as providing reference for relevant work in other regions.
