Shortage of medicines caused by the market mechanism including price,production and circulation,such as production loss,reducing supply owing to production cycle length,high costs and low profits,has affected the safety of clinical and public health. The establishment of early warning system of medicine shortage and medication management system of China is both inevitable and necessary,and the relevant rules set by government are also essential.
