Abstract:Objective: To find balance point for security and protection of civil rights in public health emergency response from legal perspective, and set up legal regulation on protection of human rights. Methods: Practice of Emergency Response Law was explored to improve and integrate rural health emergency system. Results: The key to overcome the uneven allocation of health resources in the rural health emergency response system was the effective control of government. Conclusion: It suggested that government should use legal means to achieve mutual coordination and functional convergence in order to improve the legal regulation of the rural public health emergency response.
