Since 2009 the implementation of new health reform and salary reform were started,new problems appeared in some districts of Jiangsu province,which were difficulty of hospitalization in larger general hospitals and lack of enthusiasm in personnel of primary hospital. The article aimed to research the new phenomenon,tried to find the solution and provide some helpful suggestions for the national health reform.
