Zhenjiang city is the only pilot city of public hospital reform in Jiangsu Province. In order to study the effect of the health care reform, the article selected 3 hospitals represented 3 different medical institution levels, focused on the period of 2009-2011, explored the operation of basic medical insurance fund, and investigated the cost control of basic medical insurance funds as a compensation for medical service.
