The article reviewed the recent misreading events“clinical treatment before settlement”, analyzed the reasons behind, which included the adverse criticisms of internet users, asymmetric position between the government and the audience in the information dissemination, and the“heat island effect” of the media, then suggested the rational modes of transmission of health policy information.
