This article analyzed the method of payment of urban employees’ medical insurance and urban residents’ medical insurance,focused on the operation of medical insurance fund of urban employees’ medical insurance in Huaian city. Through selected one three-level medical institutions and one secondary medical institutions,the article studied the current situation of controlling fees of medical insurance fund of urban employees’ medical insurance and urban residents’ medical insurance purchasing health services.
