    摘要:

    推动移动医疗发展是满足人们日益增长的医疗服务需求的关键举措。当前移动医疗发展尚处于探索阶段,在政策法规、利益机制、人财物与信息资源等方面仍存在一些发展瓶颈问题。 文章借助ROCCIPI技术,从规则、机会、能力、交流、利益、过程和意识等七个维度,挖掘我国移动医疗发展中存在的关键问题并进行分析,有针对性地提出持续优化移动医疗服务政策与制度环境、 加快补齐移动医疗人才和软硬件设备短板、完善移动医疗服务参与主体的利益机制和提升社会群体对移动医疗的认知评价水平等发展策略,以期为我国移动医疗发展和改革提供参考依据。

    Abstract:

    Promoting the development of mobile medicine is a key measure to meet people’s growing demand for medical services. At present,the development of mobile medicine is still in the exploratory stage, and there are still some bottlenecks in the aspects of policies and regulations,interest mechanism,as well as human,financial and information resources. With the help of ROCCIPI technology,this paper explored the key problems in the development of mobile medicine in China and analyzed in seven dimensions,including rule, opportunity,capability,communication,interest,process and ideology. Development strategies were put forward, including continuously optimizing the policy and institutional environment of the mobile medical service, accelerating the advancement of mobile medical talents and hardware and software equipment,improving the interest mechanism of mobile medical service participants,and improving the cognitive evaluation level of social groups on mobile medicine. These strategies would provide reference for the development and reform of mobile medical in China.
