Promoting the construction of a balanced and sustainable multi - level elderly health service system is not only the concept principle of building an“aging civilization”but also a proper way to improve the quality and standard of life of the elderly，and the collaborative development of population，economy and environment. This article attempts to clarify the connotation and composition of China’s elderly health service system，and the value logic of system construction. Based on this，we formed strategic thinking for sustainable system development from the guiding perspective of“smart growth”: actively exploring the construction of the discourse system of“aging civilization”in culture. In terms of institutional policies，we play a policy -leading role in the system while improving the operational efficiency of the system in terms of mechanisms. Based on infrastructure construction，we will create an age-friendly environment and actively explore the construction of a “smart + elderly health service”platform to promote the formation of a favorable situation for the elderly society where all people participate，builds，and share.
