Healthcare data has become a primary national strategic resource. With contradictions such as the explosive growth of China’s healthcare data application market and the imperfect top -level design of data governance，the low degree of circulation and sharing of healthcare data governance，and the insufficient coupling of healthcare data governance subjects are prominent，it is urgent to standardize and promote the governance of healthcare data in line with the development trend of information technology. This paper takes HIPPA，HITECH and HL7 as the standardization of healthcare data governance in the United States as references to refine its policy bills and management highlights，compares differences and gaps to promote the standardization of healthcare data governance in China. Specifically，the standardized framework of healthcare data governance is practiced from three aspects: form standardization，content standardization and collaborative governance standardization，with the goal of“scientific decision - making of healthcare institutions，precise social governance，and standardization of public services”to help modernize the national governance system and governance capacity.
