Abstract:The formulation and implementation of infant and child care service policy is vital to addressing parental challenges in childbearing,upbringing,and education. This study demonstrates an intuitive portrayal of the practical development and current deficiencies of infant care service policies in China through three dimensions;the network configuration of the infant care service policy,the major components of the policy objectives,and the main types of policy tools. This paper analyzes 55 infant care service policies issued at the national level in China by using social network analysis and content analysis method. The results show that the main body network of infant care service policy in China presents a trend from center - marginal to the decentralized and coupled type. Although cooperation among various departments is increasing,current policy types still suffer from problems such as insufficient depth of coordination between policymakers,an unbalanced combination of policy instruments,and an unmatched internal structure and target needs of policy instruments. In the future,policy-making should strengthen the coordination among the subjects of policy-making,rationally allocate the types of policy tools,and reinforce the target and demand orientation of policy tools.
