    摘要:

    我国农村订单定向医学生免费培养是提升基层医疗诊治水平、加强全科医疗队伍建设、补充基层医疗人才的关键举措。基于多源流经典要素构建二维政策分析框架,系统分析我国农村订单定向医学生免费培养政策。研究发现,我国农村订单定向医学生免费培养政策历经引入落实、持续推进、全面深化三个阶段,需直面问题源流、遵循政策源流、把握政治源流,抓住政策之窗开启的契机。未来我国定向医学生免费培养政策应完善人才免费培养的政策机制,优化政策执行衔接效果,把握定向医学生生命周期的成长轨迹,发挥干预措施合力效应。

    Abstract:

    The free training of rural order-oriented medical students in China is a key measure to improve primary medical diagnosis and treatment,strengthen the construction of general practice teams,and supplement grass-roots medical talents. Based on the multi-source classic elements,a two-dimensional policy analysis framework is constructed to systematically analyze the free training policy of rural order-oriented medical students in China. The study found that the policy has undergone three stages: introduction and implementation, continuous promotion and comprehensive deepening. It is vital to face the problem’s origins,follow the policy and grasp the political origin while seizing the opportunity to open the policy window. In the future,the policy of free training of directed medical students in China should improve the policy mechanism of free talent training, optimize the convergence effect of policy implementation, grasp the growth track of targeted directional medical students,and give full play to the joint forces of intervention measures.
