With the number of criminal cases involving infectious diseases steadily increasing annually， the early intervention of procuratorates in the investigation phase of such cases in the criminal justice field responds to the promptness for infectious disease prevention and control，and also serves as an inherent measure of advancing the modernization of the national emergency management system and governance. However，procuratorates still face difficulties in their current early intervention in criminal cases involving infectious diseases，including unclear intervention mechanisms，insufficient technical support capabilities，and abnormal acceleration of procedures. To address these issues，it is necessary to strengthen legislative guarantees and clarify the specific standards for procuratorates’early intervention in such cases. Meanwhile，efforts should be made to enhance the level of procuratorates’early intervention from the dimensions of criminal charge application，evidence review，and the connection between administrative law enforcement and criminal justice. In addition，emphasis should be placed on protecting the rights of defense and the personal information of the defendant. These measures aim to promote the shift of procuratorates’role from a“passive responders”to “active governance”
