Based on the Meter-Horn model，and using Zhejiang，Guizhou，and other regions as examples， this paper discusses and analyzes the policy implementation difficulties of the digital intelligence transformation of medical insurance administrative services across six dimensions，thereby providing theoretical foundations for optimizing policy formulation and implementation and improving the administrative services efficiency. The policy implementation difficulties include vague policy objectives and inconsistent standards，limitations in policy resource guarantees and incentive mechanisms，needs for improvement in policy implementation methods and elderly oriented adaptation，administrative and coordination barriers between implementing agencies，a complex and unpredictable policy operating environment，and gaps in administrators’perceived value and professional capabilities. Through measures such as refining policy objectives and standards tailored to local conditions，strengthening resource guarantee mechanisms，building a multi - governance network，expanding policy implementation methods，optimizing the policy implementation environment，and conducting customized training for administrative practitioners，we will promote the transformation of medical insurance administration services towards a more efficient and convenient digital intelligence direction.
