Taking ten national-level policies on direct settlement for cross-regional medical treatment as research objects, the study constructs the PMC index model for quantitative evaluation. Findings reveal that the average PMC index for these policies is 6.88, with six policies rated as excellent and four as good, indicating generally high quality in national-level policies. Nevertheless, certain policies still have room for improvement in policy timeliness, target groups, content, and tools. Accordingly, the study proposes the following recommendations, including coordinating the temporal sequencing of policy objectives to enhance the synergy of policy timeliness, strengthening multi-departmental participation to improve coordination among authorities, and optimizing the structure of policy instruments to balance the frequency of use across the three categories.
