Nowadays,the victims compensation showed more and more serious in suddenly happened public events.The rescue model of administrative dominant is unable to meet the needs of the victims.As the victims compensation stays in primary stage.Also,we know that our country lacks of special compensation laws and regulations support,so the victims usually can not gets sufficient compensation.This paper mainly analyzes the defect of the victims compensation in these events，suggests that we should establish special laws and regulations 、market-oriented salvation and sets up mental salvation of victims to promote the system of the victims compensation.
