For "Reduce intervention, and return to nature" advocated by the WHO.In this paper, we explored the comprehensive cooperation of the project, many measures and concrete ways and measures to reduce the cesarean section, the results show that cesarean delivery rate by 60.91% in 2009 before the implementation of project reduced to 37.46% in 2013, obvious effect, and it has statistical significance.In addition, some related medical resources, social factors and knowledge propaganda and so on are also affect cutting production rate decline.
