This paper explores the concrete measures of the supervision and evaluation of core indicators to advance payment reform of new rural cooperative medical system in the project loan by world bank in Jiangyan .The payment reform of outpatient global budget and per-diem payment has the strengthened the awareness of expenditure control of designated medical institutions and the decrease of expenditure .It also contributed to the realization of the aim that the hospitalization expenses growth rate should be maintained at 5% .The supervision and evaluation of core indicators and comprehensive payment reform are the key to medical expenditure control and an assurance of realizing policy goal.
