Objective: By analyzing and comparing the efficiency of health resources allocation in 13 different cities of Jiangsu Province, we target at discussing the condition of these 13 cities and thus to bring up some suggestions for how to further enhance the efficiency of health resources allocation in Jiangsu Province. Method: Using software Deap 2.1 to apply Deta Envelopement Analysis (DEA) on data we collected about 2013 Jiangsu Health Resources Allocation. We choose the number of health practitioners, the number of impatient beds and government investment as the input index while the number of treatments and the number of outpatients are selected as the output index. Result: 4 out of 13 cities selected are DEA effective, 3 appears to be weak DEA effective and 6 out of 13 cities are not DEA effective. In terms of the economies of scale, the increase of returns to scale can be seen in 6 cities while the decrease can be seen in 3 cities. Conclusion: The surplus of health resources can be clearly seen in different cities of Jiangsu Province. We suggest that Jiangsu Province try to encourage patients to go to lower level medical institutions for treatments, adjust the reimbursement policy, optimize the allocation of health resource and encourage the development of private hospitals to make it more efficient.
