Abstract:It has been three years for the implementation of the total wage policy and the annual salary system in Sanming, this paper summarized the main results in fact, including the medical personnel’s labor achievements being respected, the income structure of hospitals more standardized and the basic establishment of top-down evaluation system. Also it discovered the problems that hidden or had emerged during the execution of the process, including the stability of hospital staff income not be guaranteed, the phenomenon of inducing service and the defects of compensation system. At last, this paper put forward some related suggestions, in order to provide theoretical experience for the improvement of the salary system and the deepening of the reform of public hospitals.
