Starting from the need of building a tiered-system of diagnosis and treatment in China and based on literature study, the article primarily sorted and defined the competence of primary health care delivery and reviewed and commented on the ways to achieve the tiered-system of diagnosis and treatment in some typical countries. Based on international experiences and the achievements and issues of the work over the country in China, and focusing on strengthening the competence of health care delivery in primary health facilities and improving quality of family doctors, the authors raised some policy recommendations, including improving family doctor workforce, strengthening competence of primary health care delivery, increasing salary of primary health workers and enhancing the integrated health care delivery between hospital and community health facilities.
