    “将健康融入所有政策”关键要在相关部门间实现有效领导和良好的沟通合作。本研究采用质性研究方法,主要通过对深圳市、区两级相关部门人员的深度访谈收集资料,对实现“将健康融入所有政策”可能的领导和沟通机制进行分析。研究发现领导的积极认知、权威性领导组织体系、沟通合作机制的整合提升、创新性监督和反馈机制四个关键主题。本研究建议深圳市以立法为基础,建立基于高层领导承诺的层次更高、更为宏观的沟通合作机制,同时加强监督和反馈机制建设。

    Abstract:

    It is very important that for "Health in All Policies" to achieve effective leadership and good communication and cooperation among relevant departments. The study applied qualitative method and collected data mainly through in-depth interviews with staff of relevant government departments in Shenzhen City, to analyze the possible leadership and communication mechanism to achieve "Health in All Policies". Four key themes were identified: positive cognition of leaders, authoritative leadership system, integration and promotion of communication and cooperation mechanisms, innovative supervision and feedback mechanisms. The study suggests that Shenzhen should promote legislation, then establish a higher-level and macro-level communication and cooperation mechanism based on senior leadership commitment, and strengthen the construction of supervision and feedback mechanism.
