Objective To explore the risk assessment method of health supervision and law enforcement and evaluate the risk of health supervision and law enforcement, it is necessary to provide scientific basis for formulating risk response strategies.Methods Delphi method was used to analyze the possibility and severity of health supervision and law enforcement risks.Using the risk matrix method to evaluate the risk level of each risk factor;The Borda ordinal value method was used to determine the sequence of risk levels of each risk factor. Results The top 5 risk factors in the risk level are in order as follows: unreasonable number of establishment and insufficient number of personnel rank first;The health laws and regulations lag behind seriously rank second, the health supervision network is not perfect and health supervision force is weak in grass-roots places rank second too.There is no clear law that directly stipulates the status of health supervision agencies rank fifth .Suggestions (1) To enrich the law enforcement team and improve the quality of personnel;(2) To clarify the organization positioning and accelerate the pace of public participation;(3) To improve relevant laws and regulations and the health legal system;(4) Strengthen the construction of the assistant management team and improve the health supervision system;(5) Strengthening social publicity and enhancing social awareness;(6) Innovate the supervision model and fully implement "double random, one open";7) Vigorously promote the entire process of administrative law enforcement record system
