Abstract:Doctors" multi-point practice is an important system to sink medical human resources and promote the reform of medical and health system. Doctors" multi-point practice is conducive to optimizing the allocation of health resources, promoting the implementation of hierarchical diagnosis and treatment, promoting the reform of public hospitals and optimizing the pattern of diversified medical services. According to the current situation of multi-point practice, the key factor of its slow implementation lies in a series of legal risks faced by the practice process.For example, medical institutions are faced with the risks of tax supervision blank, unfair competition and economic losses caused by doctors" breach of contract under the administration, and doctors are faced with the risks of non competition, illegal practice, labor disputes and infringement disputes. Therefore, we should strengthen the prevention and control of legal risks by clarifying the nature of legal relations, improving the risk prevention mechanism, improving the personnel management system and refining the medical damage insurance system, so as to reduce the risk concerns of relevant subjects, thereby reducing the barriers to the multi-point practice process, and promoting the effective implementation of hierarchical diagnosis and treatment.
