The National Natural Science Foundation of China is an important platform for basic research system. This article analyzed the bottleneck problems encountered with the foundation management based on the application and funding of the National Natural Science Foundation by NJMU in 2019. The number of foundation has grown slowly while the original content in the application is in a low proportion. The National Natural Science Foundation has reached a critical moment when quality needs to be strengthened and a balanced talent echelon should be established.At the same time,we should promote the healthy and orderly development of talents and the cooperation in scientific research within and outside the university. Effectively promote the cultivation and promotion of key projects, with a view to providing useful reference for the project management of our school.
