Objective To compare the timing changes and similarities and differences between the two governments in Jiangxi and Fujian, to clarify the significance of the input system guarantee to achieve the health goal of chronic diseases, and to explore the feasibility of quantifying the degree of government investment based on the policy text perspective. Methods All relevant policy documents concerning the work of chronic diseases in Jiangxi and Fujian were collected from 1991 to 2017. The comprehensive quantitative methods were used to quantify the degree of clarity, and linear regression analysis was used to determine the relationship between the degree and the level of funding. Results (1) The level of funding input in Fujian and Jiangxi are increasing year by year; (2) The improvement of the government's investment in the prevention and control of chronic diseases in both provinces have promoted the health outcomes of chronic patient populations in the region.; (3)The government's investment in the prevention and control of chronic diseases in Jiangxi Province is slightly better than the Fujian Province in improving the prevention and treatment of chronic diseases. Conclusion Both Fujian and Jiangxi have strengthened the government's emphasis on the quantitative assessment of the prevention and control of chronic diseases. The continuous and steady growth of investment is the material guarantee to improve the prevention and control of chronic diseases. The investment in the prevention and control of chronic diseases requires a good government-led system and Regulatory system safeguards; the quantitative method of input concentration in the policy text can be further verified and applied in other public health research fields.
