【Abstract】Nowadays, governance theory characterized by the joint participation of multiple subjects has been gradually integrated into the development of health cause. Based on the first step of comprehensive method in the theory of Social System Engineering, we take literature collection and analysis as the specific research method, and divide information, data and practical experience related to public health governance into “policy documents”, “theoretical contention” and “governance practice”. Then, three characteristics of public health governance, including object comprehensiveness and subject coordination, governance omni-directional and vertical continuity, governance professionalism and decision-making scientificity, are put forward. Meanwhile, content and relationship of five governance elements, namely, manpower flow, materials flow, financial flow, information and knowledge flow, and technology flow, are clarified. Finally, we put forward some governance suggestions, such as combing comprehensive governance with differentiated governance, attaching equal importance to resource integration and element coordination, and combing “practice normal governance” with “wartime extraordinary governance”.
