Socialism with Chinese characteristics has entered a new era. The change of the main social contradiction has prompted the CPC Central Committee to decide to implement the development strategy of Healthy China. The proposal of this development strategy has put forward new requirements for the development of China"s health undertakings. The formulation of health development plan is faced with a series of problems, such as how to integrate health in all policies, achieve the unity of fairness and efficiency, and allocate health resources according to needs, etc. Through the in-depth study of these problems, local governments are prompted to formulate health service plans in line with the characteristics of the new era.
