    摘要:

    2019年出台的《国务院办公厅关于加强三级公立医院绩效评价工作的意见》中明确指出,要强化绩效考核导向,通过绩效考核促进收入分配更科学、更公平,实现效率提高和质量提升,促进公立医院综合改革政策落地见效。切实提高公立医院绩效考核能力,可全面优化医院人力资源配置,提高医疗质量,充分调动医务人员积极性、创造性与主动性,促进医院改革与发展。临床医师绩效界定、引导医师服务行为、调动医师积极性、促进医疗质量持续改进、平衡公益性和经济收入等与医师绩效考核工作密切相关,本文就以上5个问题展开探讨,并提出建议,以期为我国公立医院医师绩效考核体系的进一步完善提供参考和理论依据。

    Abstract:

    Introduced in 2019 the State Council general office on strengthening tertiary public hospital performance evaluation work opinion "made clear that in through the performance evaluation to promote more scientific, fair income distribution, to achieve efficiency and quality improvement, and promote the public hospital reform policy ground work. To effectively improve the performance assessment ability of public hospitals can comprehensively optimize the hospital manpower allocation, improve the hospital medical quality, fully mobilize the enthusiasm, creativity and initiative of medical personnel, promote the hospital reform and development, and enhance the hospital medical level and influence. This paper will discuss the following five issues: defining the performance of clinicians, determining the direction of physician service behavior, motivating the enthusiasm of physicians, promoting the continuous improvement of medical quality, and balancing public welfare and economic income, and put forward suggestions and countermeasures.
