Abstract:The "Pandemic Influenza Preparedness Framework for Sharing Influenza Viruses and Access to Vaccines and Other Benefits" aims to promote the acquisition of influenza virus strains and the sharing of influenza virus benefits among WHO member states. The operation of the current framework has the following problems: delays in obtaining influenza virus strains, insufficient influenza virus benefits available, omissions in the regulation of influenza virus gene sequence data, and overlapping and conflicting application with other legal documents. In this regard, WHO should play an important role in coordinating and organizing global health governance, and promote the framework to give full play to its effectiveness in controlling influenza viruses: on the one hand, improve the textual content of the framework documents and coordinate the domestic legislative governance of WHO member states On the other hand, strengthen exchanges and cooperation with other international organizations to promote the resolution of the framework and the Nagoya Protocol of the Convention on Biological Diversity on Access to Genetic Resources and Fair and Equitable Sharing of Benefits from Their Utilization.
