Promoting the development of mobile health is a key measure to meet people's growing demand for medical services. At present, the development of mobile medical is still in the exploratory stage, and there are still some bottlenecks in the development of policies and regulations, interest mechanism, human, financial and information resources. With the help of ROCCIPI technology, the key problems in the development of mobile medical in China were explored and analyzed from seven dimensions, including rule, opportunity, capability, communication, interest, process and ideology, meanwhile, development strategies were put forward, such as continuously optimizing the policy and institutional environment of mobile medical service, speeding up the deficiency of mobile medical talents and hardware and software equipment, improving the interest mechanism of mobile medical service participants and improving the cognitive evaluation level of social groups on mobile medical service, in order to provide reference for the development and reform of mobile medical in China.
