On the road of China"s modernization, THE institutional mechanism of the legal guarantee of the social atmosphere of respecting medicine and health includes deepening social consensus, standardizing behavior standards, and clarifying value goals. From the perspective of deepening the effect of institutions, the rule of law should run through the whole process of social conduct governance, regulate the subject"s behavior and guarantee the development results.
