By observing and analyzing the relevant documents of China's modern hospital management system, understand the use characteristics of policy tools at the national level, and assist the government to optimize and improve policies.From the angle of view of policy tools and system theory, the concerning policy papers of the modern hospital management system promulgated by the country from July 2017 to September 2022 were statistically analyzed.Finally, 71 documents were included in the analysis, with a total of 831 codes, and they were fitted and classified with 20 policy tools and 8 system items.The study found that policy types and issuing units are relatively concentrated,capacity-constructing, authority, and inside sub-model means appeared frequently, internal parts were unbalanced , and systematicness were lacking.The government ought to improve the effectiveness and synergy of policies,strengthen the overall counterpoise of policy tools, heighten the immanence proportionate of policy tools, and increase the coordination of internal and external sub-model systems.
