    摘要:

    国民政府时期旨在促进医疗事业平民化、公共化的公医制度一度被引入中国进行尝试,并应这种制度的人才需求而诞生了公医学生。公医学生在读书期间享受一定优惠政策,但毕业后却有一定的服务要求,就业不能自主。但随着国民政府在高校学生中公费制度的实行及其范围的扩大,公医学生享受优惠政策的优势逐渐丧失。在此背景下,国民政府在抗战胜利后只得取消了公医学生服务的强制性要求。这一取消虽然使公医学生得到了解脱,但客观上又无法保障公医制度的人才需求。

    Abstract:

    During the period of the national government, the public medical system was once introduced into China, which aims to promote the popularization of medical service, and the group of public medical students were born for the talent demand of this system. Public medical students enjoy certain preferential policies during their studies, but they have certain service requirements after graduation, so they can"t get employment freely. However, with the implementation of the government expense-free system among college students and the expansion of its scope, the advantages of public medical students enjoying preferential policies gradually lost. After the Second World War, the national government had to cancel the compulsory requirements of public medical student service. Although the cancellation makes public medical students be released from employment limitation, it can not guarantee the talent demand of public medical system objectively.
