Abstract:This research utilizes 554 policy texts relevant to the national health reform enacted from 2009 to 2023, and implements the bibliometric and content analysis methods. Creating a two-dimensional analysis framework of health policy that encompasses the characteristics of policy structure and text content, for the purpose of enhancing understanding of the reform, progress and governance of health undertakings.The study found the collaboration networks are expanded, a distinct pattern of cooperation has emerged. Medical care being the central focus, health policies have demonstrated the movement towards integrated control of medical insurance and medicine. The connection between the three medical services has shifted from their own singular governance to mutually coordinated governance. Supply-oriented policy tools are typically invoked at the outset, while environment-oriented policy tools are employed more significantly in the process of advanced reform and high-quality development. This research makes policy recommendations from the perspective of the macro level to strengthen top-level design and improve internal and external collaborative governance, from the meso-level to build a departmental collaboration network and optimize the use of policy tools and resource allocation; from the micro level, to improve the incentive mechanism for medical personnel and establish a health service system for the whole life cycle of the population.
